  1. Preamble

Comitato Collaborazione Medica – CCM (international NGO, with headquarters in Italy), the Contracting Authority, here in after referred to as the "Organization", invites all interested parties, here after referred to as "Bidders", to tender to the terms and conditions as described below2. Subject

The subject of the following invitation is a Competitive Negotiated Procedure for the collection of qualified offers for the implementation of a SMART Survey in Tonj East (Greater Tonj), as per Term of Reference included below.3. Content of the tenders

All tenders submitted must comply with the requirements in the tender dossier and comprise:

  • Professional capacity/company profile: proof, technical and professional capacity:

o CV highlighting previous experience in the SMART Approach.

  • Technical offer:

o Methodology (which has to include a timeframe on how the Survey will be implemented);

  • Financial Offer:

o Detailed budget;

o Availability (to indicate the period of availability to start the survey).
Deadline for implementation: 20/02/2017.

  • Tenderer’s declaration: When submitting its offer, the tenderer is required to submit also the here-enclosed ‘Tenderer Declaration’ (see Annex I). Failure in its submission may invalidate the offer.4. General conditions

CCM will take care to cover for transport costs (cars, fuel) and it will support the implementation of the survey from a logistic point of view.

The Consultant will be responsible for the general implementation of the survey, in line with the requirement of the SMART’ methodology (Pre-testing of the survey tools/instrument, desk study, ensuring proper and professional sampling for this survey to meet its goal, conducting the survey, ensuring that the data collected is of high quality, data analysis, provide a final report).

The draft final report will be shared with the evaluation reference group to seek their comments and suggestions.4.1. Payments

Payments will be done in USD/SSP.

Payments will be done by either cheque or bank transfer.

Payment will be done in two tranches: 60% at the signing of the contract, 40% after the submission of the final report.5. Participation

Participation in tendering is open on equal terms to natural and legal persons from all countries and international organizations.

To be eligible for participation in the tender, tenderers must provide all the requested documentation in a timely basis. Tenderers must also prove to the Contracting Authority that they comply with the necessary legal, technical and financial requirements. CCM reserves the right to ask for documentation.

Tenderers have to declare, under their responsibility, that all of the items offered have been manufactured in accordance with international rules against exploitation of child labour and gender discrimination.6. Period of validity

Tenderers shall be bound by their tenders for a period of 90 days from the deadline for the submission of tenders.7. Language of the offer

The offers, all correspondence and documents related to the tender exchanged by the tenderer and the Contracting Authority must be written in the language of the procedure which is English.8. Additional information before the deadline for submission of tenders

The tender dossier should be clear enough to preclude the need for tenderers to request additional information during the procedure. If the Contracting Authority, either on its own initiative or in response to a request from a prospective tenderer, provides additional information on the tender dossier, it will not bias the competition among the suppliers.

CCM makes available in its offices the procurement policy and procedure.9. Evaluation procedure

The tenders will be opened on December 16th 2016 at CCM Juba Office by the committee appointed for the purpose. The committee will draw up minutes of the meeting, which will be available on request.

The evaluation consists of the following steps:

  • Examination of administrative conformity of the tenderers.

  • Technical evaluation

  • Financial evaluation

The points allocated for each component evaluated are:

  • Relevant Previous Experiences: 20 points;

  • Methodology: 30 points;

  • Availability: 20 points;

  • Price: 30 points;

CCM will award the consultant with the highest score.

In accordance with CCM’s procurement guidelines, the selected tender will be the most economically advantageous, which provide the best balance between quality and price (see chapter 4 point b of the Guidelines available in CCM office).

TERM OF REFERENCE

SMART survey Consultant Advert –CCM South Sudan

CCM (Comitato Collaborazione Medica) is an Italian NGO operating in South Sudan since 1983. In Tonj South and Tonj East counties of Greater Tonj, CCM has combined support to primary health care services with Nutrition preventive and curative services. CCM intervention mainly focuses on 12 target facilities in Tonj East and 8 in Tonj South.

Objectives and Scope of Work of the Consultancy

The main objective of the consultancy is to measure Mortality and Nutritional Status of children under five in Tonj East County, and to identify the causes using the SMART Methodology.

Expected outputs:

Emergency nutrition assessments must be conducted to assess the severity of the situation by quantifying the moderate and acute malnutrition and mortality in Tonj East County population. This is expected to be done by estimating the prevalence of wasting and edema in children aged 6–59 months and the death rate of the entire population. With an estimate population in Warrap State, the proportions of malnourished and the death rate should give an estimate of the absolute number of malnourished in the community and how many have died in the last 12 months.

More in details the consultant should address the following points:

  • To measure the prevalence of acute malnutrition in children aged 6-59.
  • To measure the prevalence of stunting in children aged 6-59 months.
  • To measure the prevalence of underweight in children aged 6-59 months.
  • To measure the prevalence of malnutrition in Pregnant and lactating women with children below six months of age.
  • To investigate Infant and Young Child Feeding practices among children aged 0-23 months.
  • To assess the coverage of therapeutic treatment for affected households and their access to nutrition care.
  • To determine the coverage of measles vaccination among children aged 9-59 months.
  • To determine the coverage of vitamin A supplementation received during the last 6 months among children aged 6-59 months.
  • To assess knowledge on the identification of malnutrition in children below five years
  • To determine the coverage therapeutic feeding in the surveyed area.
  • To assess household dietary diversity.

Moreover, the consultant is expected to establish recommendations on actions to be taken to address the situation which will be used to design new interventions and programs.

3. Evaluation Unit and Consultant’s role

The study unit will be composed by an independent consultant, either part of an organization or acting as independent consultant.

The consultants should have the following required skill:

  • A recognised university degree in public health, international development, medical anthropology or related social science.
  • Sound knowledge of major development issues and knowledge of South Sudan is a requirement.
  • 5 years of experience in the area of public health in organizations and projects.
  • Experience in the formulation, monitoring and evaluation of projects in Nutrition and Public Health.
  • Similar work in the last 3 years.
  • Solid experience in fields of work relevant to the evaluation is required.
  • A demonstrated high level of professionalism and an ability to work independently and in high-pressure situations under tight deadlines.
  • High proficiency in written and spoken English.
  • Excellent reporting and communication skills.

4. Work plan

The overall duration of the consultancy should not be more than 30 days. The work shall realize in the following steps:

• Project study

• defining the objectives

• defining population group(s) to be surveyed

• meeting the community leaders and local authorities

• determining when the assessment is to be undertaken

• selecting the sampling method and clusters

• gathering available information

• deciding what additional information to collect

• obtaining and preparing equipment, supplies, and survey materials

• selecting the survey teams

• training survey team members

• managing the survey

• enhancing the accuracy of data collected

• writing the report and presenting it to CCM country office in Juba

Phase I: Desk studies

The first phase includes revision of the ToR, study and information about the project and staff at the Country Office level in Juba, during which all the documents available for the mission and necessary clarification will be provided to the evaluation team. This should take up 3 days. During this period mission planning and field work should be organized.

Phase II: Field studies

After the first phase the consultant shall undertake a field visit to areas of survey (Tonj East). The consultant will be in contact with CCM office in Greater Tonj, where the project activities run. (Maximum 15 days including travel).

Phase III: Drafting

The first draft report shall be submitted by electronic transmission (Word 7.0 format or a more recent version) within 15 calendar days after the consultant's return from the field. CCM will have 10 working days to make its comments.

6. Response Proposal Specifications

People interested in the consultancy must include in their application a detailed technical and financial proposal with the following components:

Technical:

· Understanding and interpretation of the TOR

· Methodology to be used.

· Time and activity schedule following the three phases described before

Financial:

· Consultant’s fee in USD

· Other costs, eg; accommodation, travel and printing

· Organisational and Personnel Capacity Statement

Relevant experience related to the assignment:

· Curriculum Vitae of key personnel

7. Sources and documentation

The following documentation will be available from the NGO:

· Project proposal

· Budget

· Contract

· Any other available technical documentation.

o where applicable, the number of the routes tendered for;
